Program Accountant-YouthBuild San Antonio

Summary:
The Program Accountant is responsible for and must exercise discretion and independent judgement on all financial activities and matters of YouthBuild. The job duties of the Program Accountant will ensure YouthBuild San Antonio adhere to federal rules. This position aids the agency in determining fiscal matters for both federal and non-federal funding. Under the direction of the Executive Director, this person will work closely with the bookkeeper and Program Director to make sure financial reports are timely and accurate. This position will manage YouthBuild program budget to monthly monitoring through closeout.
Position Responsibilities:
• Conducts financial analysis and forecasting of revenues and expenditures.
• Analyzes past and present financial operations, trends, and costs and estimates future revenues and expenditures for the preparation of budgets.
• Performs budget revisions, as necessary.
• Responsible for recording funds received for YouthBuild
• Works with Program Director on a monthly basis to make sure financial information is timely and accurate.
• Monitors monthly grant budgets to inform the appropriate parties of spending and develop strategies for resolutions.
• Maintain calendar of all due dates for financial reporting requirements for the agency and grants and ensure that all reports are submitted accurately by due dates.
• Comply of federal, state, and local grants to include Department of Labor
• Prepare materials for and participate in monitor visits or desk review by DOL
• Prepare and submit expense drawdowns and complete drawdowns.
• Prepare and submit journal entries for to encumber or allocate expenses and to re-class revenue or expenses.
• Meeting with Program Directors monthly to review budget vs. actual reports for programs, projects, and grants.
• Responsible for protecting the confidentiality of any information or material obtained in the service with the organization to include but not limited to client names and information, services rendered to clients, donors names and gifts, internal and external investigations or results of any investigations, and financial information.
• Other duties as assigned by Executive Director.
Minimum Qualifications:
Education
• Bachelor’s degree in accounting or business-related field.
Experience
• Preferred 3 years’ experience in accounting with at least 1 year of experience in nonprofit and/or multi-entity or project accounting experience is preferred. Experience in federal grant funding, coding, drawdowns, etc.
License and Credentials
• Reliable transportation
• Valid driver license
• Valid vehicle insurance
Minimum Knowledge and Skills:
• Preferred 3 years’ experience in accounting including general ledger maintenance, journal entries, revenue and expense coding, and balance sheet accounts.
• Experience with computer software (i.e., QuickBooks);
• A solid grasp of cost allocations and project accounting.
• Experience with Federal grants
• Must be detail oriented, organized, self-motivated, work well independently
• Must have good written and verbal skills.
• Must have good critical thinking and problem-solving skills.

TITLE: YouthBuild Construction Trainer
LOCATION: San Antonio, Texas
REPORTS TO: YouthBuild Director
DATES: 1 year to end 4/30/2022, extension possible based on funding
EMPLOYMENT TERMS: Full-time, temporary/52 weeks/exempt level, supervisory position
QUALIFICATIONS:
EVALUATION: Conducted by the YouthBuild Director in conjunction with the Instructor after 45 days and ongoing as needed.
PURPOSE:
RESPONSIBILITIES
EDUCATION and TRAINING.
PROGRAM HOURS:
Hours are generally 8:00 am to 5:00 pm, Monday through Friday. Occasional weekend hours may be required.

QUALIFICATIONS:
- Supervisory experience in construction related activities with current State of Texas Builder’s/Contractor’s License and/or related bachelor’s degree preferred.
- Minimum of three years professional journey level construction experience working with all elements of housing construction required.
- Knowledge of methods and skills in the use of carpentry equipment, materials, and tools, and common hazards and necessary safety precautions required.
- Skilled at reading and interpreting instructions, diagrams, sketches, and blueprints.
- Proven ability to present and provide instruction in areas related to remodeling and new construction.
- Ability to relate to, lead, and instruct populations of young adults ages 16 - 24 who have become disconnected from traditional education and career preparation.
- Passion for working with young people of diverse cultural, socioeconomic, and educational backgrounds to reorient their lives, develop leadership skills, and make a difference in their community.
- Excellent verbal, written and computer skills to include Microsoft Office, Internet, and email.
- OSHA certified with first aid and CPR training desired.
- Ability to pass both a Motor Vehicle Record, background check and not on Department of Labor disbarment
- Ability to perform all required tasks associated with manual labor to include heavy lifting, stooping, bending, and climbing ladders.

PURPOSE:
- To ensure participants are prepared for and pass all modules of the selected construction trades curriculum.
- To teach and oversee young adults in the performance of tasks related to rehabilitation and/or construction of affordable housing and other civic service projects.
- To provide supportive guidance and encourage the development of academic, life management, and personal growth skills.
RESPONSIBILITIES
EDUCATION and TRAINING.
- Assist in tracking and reporting participant results, providing remedial help where needed.
- Teach YouthBuild participants construction skills to include demolition, rough framing, roofing, drywall, basic plumbing, HVAC, electrician and finish carpentry.
- Ensure worksite safety, modeling and reinforcing proper constructions techniques and all trained safety procedures including proper use of hand tools, power tools, and equipment.
- Support the academic and leadership goals of the program by incorporating both into building site activities whenever possible.
- Provide supervision in the academic and/or leadership components of the program when needed.
- Assist in OSHA, first aid, and CPR training for all participants.
- Ensure a Memorandum of Understanding (MOU) has been presented, thoroughly discussed, and signed by build partners and other civic organizations prior to start of all projects.
- Remedy any potential safety hazards identified in the MOU prior to start of work.
- Ensure construction projects meet grant criteria and approved sites.
- Attend periodic build partner board meetings to identify challenges and keep lines of communication open.
- Coordinate with partner project manager to develop a detailed construction plan and schedule, material needs, and other information as required.
- Assist partner(s) in determination of labor and resource requirements for projects as needed.
- Set worksite behavioral standards and model appropriate behavior and methods of addressing problems at the construction site with participants.
- Lead and supervise students in community service projects as requested.
- Keep YouthBuild Director informed of construction progress and challenges.
- Provide observations of participant’s strengths and weaknesses and input on individualized plans for improvement.
- Assist in personal and vocational counseling and the development of leadership skills
- Coordinate with other staff members to consistently enforce YouthBuild policies.
- Assist in participant follow-up activities including, portfolio development, job placement, post-secondary education exploration and on-going vocational training and internship/apprenticeship opportunities.
- Participate in program planning, to include Mental Toughness and follow up activities.
- Coordinate with Construction Instructor to solve site logistical issues.
- Complete daily activity log and construction report section of weekly report form in a timely manner.
- Maintain inventory of all tools and equipment used on the job daily.
- Keep an accurate vehicle mileage log.
- Ensure all vehicles receive scheduled maintenance.
- Attend additional meetings and trainings as required.
- All other duties as assigned.
